In January 2020, the Gauteng Department of Agriculture, Land Reform and Rural Development appointed Cadre Plan (Pty) Ltd to assist with planning seven precincts in the Sedibeng District Municipality. The Waterval assignment covered the development of a new precinct plan and a review of the existing plan for a 920 ha area on the R59, centred on Kliprivier Station.
Cadre Plan analysed the precinct's spatial structure, including its large mega blocks, the barriers formed by the Klip River, highway and railway line, and four zones with distinct characteristics. The spatial concept responded with character pockets, a Transit Oriented Development node at the station, a connecting green structure along the river, and new pedestrian connections.
The plan identifies public and private projects, sets appropriate land uses and built forms, and provides guidelines to assess land-use applications. It balances mounting mega-development pressure, such as the adjacent Sky City development with 13 242 stands, against the community's wish to preserve Waterval's rural character.
