The Johannesburg Social Housing Company (JOSHCO) appointed Cadre to research and propose an approach to temporary and transitional accommodation for the City of Johannesburg. The brief required clear definitions distinguishing transitional housing from emergency housing, a status quo report on City of Johannesburg policy and grants, and practical guidelines for managing temporary emergency accommodation.
Cadre combined desktop research with building-level case studies, including Bjala Square, AFHCO House, the MOTH Building and the Raschers Building. The team visited each building, observed the surrounding areas, and interviewed management staff and tenants. Management practices at JOSHCO-managed properties were benchmarked against literature and comparable cases.
The final report set out guidelines and strategies for managing and implementing temporary emergency accommodation, together with design guidelines and property management considerations. It documented the scale of need: some 92 000 Inner City households in 2011, of which 89% (82 000) were renting and 2% (1 855) lived in informal circumstances.
