The Department of Public Works appointed Cadre to undertake site clearance, including a subdivision application, for a new magistrate's office in Stella, a town under Naledi Local Municipality. A vacant portion of Portion 6 of the farm Biesjes Bult No. 549 IN, adjacent to the Stella Private Hospital and near the police station, was proposed.
The property's existing "Institutional 2" zoning under the Naledi Town-planning Scheme, 2004 meant no scheme amendment was needed. Cadre secured approval for the subdivision into two portions, supported by civil and electrical engineering reports, while the geotechnical study and traffic impact statement confirmed the project could proceed subject to conditions. Access solutions resolved the R377 intersection-spacing constraints.
