Cadre developed the precinct plan for Sicelo, a 410-hectare precinct west of the Meyerton CBD in the Sedibeng District, under NDALRRD sponsorship.

The plan applies the spatial structuring principles of connectivity, diversity, integration and walkability, with development guidelines set at three levels: site design, street interface and residential interface.

Key structuring moves include local spines along the Midvaal Spine, Bell Road and Station Road; a pedestrian connection strategy that confronts the barriers created by the R59 freeway and the railway line; and a walkable grid anchored by four formal nodes — a mixed-use commercial node, two social nodes, and an EDC innovation node. The land-use zoning framework and guidelines give the municipality and investors a common structure for incremental, people-centred development.
