Polokwane Local Municipality, with the National Treasury as project sponsor and AM Consulting Engineers as project managers, engaged Cadre to prepare a sub-precinct plan for the Heart of the Seshego Urban Hub. Urban Hubs aim to develop town centres within traditional township areas; the Heart is the most central, public, dense and intense area within the hub, previously identified in precinct plans of 2015 and 2019.
The framework roots its layout in the existing cadastral structure rather than proposing a new layout, creating a special node around a central square and pedestrian-priority boulevard. Development principles centre on walkability, accessibility, safety, comfort and a sense of place, giving spatial effect to the SPLUMA principles.
Deliverables include spatial structuring elements, development proposals and design guidelines covering road upgrades, public squares, open space, built form and identity elements, steering public-led and private investment towards an integrated, good-quality township town centre.
