The National Department of Agriculture, Land Reform and Rural Development appointed Cadre to develop a precinct plan for Rietkuil — approximately 3 000 hectares in the Sedibeng District positioned as the centre of a regional agri-hub.
Initial investigations and site analysis informed the selection of the final milling plant location, chosen specifically to mitigate capital costs. The plan structures the precinct around agricultural activity and two catalytic development sites: the milling hub, targeted for establishment within five years, and a railway hub, with a longer-term aerotropolis horizon of twenty years and beyond.
The precinct plan gives prospective investors and land use applicants a clear indication of desired land uses, enabling faster processing of applications and providing government with a credible framework for phased investment.
