The National Department of Human Settlements appointed Cadre Plan to develop the Rental Housing Tribunal Governance Framework (RHTGF). Rental Housing Tribunals are independent statutory bodies established in each province under Section 7 of the Rental Housing Act (Act 50 of 1999) to resolve disputes between tenants and landowners at no cost to complainants.
Cadre developed the framework by drawing on past work, current research, new legislation and consultation with key stakeholders, together with an evaluation of existing projects, including project costs and medium- to long-term maintenance and management protocols. The framework covers all three spheres of government, from national standard-setting to provincial tribunals and Rental Housing Information Offices in local government.
The RHTGF sets out institutional arrangements, processes for appointing tribunal members and support staff, a remuneration model, funding and reporting requirements, and conditions of service. It serves as an implementation toolkit, standardises tribunal administration, promotes good governance and gives the NDHS a monitoring tool.
