The National Department of Human Settlements (NDHS) appointed Cadre Plan to review its regulatory entities — the National Home Builders Registration Council, the Community Schemes Ombud Service, the Social Housing Regulatory Authority and the Estate Agency Affairs Board — to enable more efficient delivery of the Department's constitutional mandate. The study responded to National Treasury concerns about the financial health and continuity of public institutions.
Cadre followed an intensive business model research approach. The team applied lean organisation systems, the theory of constraints, competitive intelligence, and information and knowledge management to diagnose bottlenecks across the four regulators and their relationship with the NDHS.
The appraisal found that entities meet many medium-term targets, yet the sector backlog stood at about 2.4 million houses (2019/2020). Cadre recommended decentralised one-stop community information centres, a sector-wide organisational knowledge portal, and a consolidated information booklet. The NDHS steering committee approved the final report for publication and circulation across the human settlements sector.
