Policy Recommendation Report on Inclusionary Housing

The Social Housing Regulatory Authority appointed Cadre Plan to develop a recommendation report to shape a National Inclusionary Housing Policy, to be developed by the National Department of Human Settlements. At the time, no national policy or legislation on inclusionary housing existed.

Cadre reviewed the existing body of South African reports and documents on inclusionary housing, analysed relevant policy, legislation and international best practice, and distilled lessons learned to guide policy formulation.

The report recommends a working definition of inclusionary housing targeting households earning between R3 501 and R22 000 per month; a national programme scope allowing both ownership and rental with minimum timeframe restrictions; a combined mandatory and voluntary system; and a non-prescriptive national policy framework with defined conditions for monetary support.
