Tswaing Local Municipality, with DALRRD sponsorship, appointed Cadre to develop its Municipal Spatial Development Framework.

The process moved from policy context analysis through contextual and spatial analysis at national, provincial, district and local levels, to the identification of spatial challenges and opportunities, spatial proposals, and an implementation framework — grounded throughout in stakeholder engagement.

The SDF addresses the realities of a dispersed rural municipality: a 2011 population of 124 093 projected to reach 171 819 by 2030, roughly 22 people per square kilometre, 38 914 households, and district unemployment of 51.8%. Ten focus points structure the spatial interventions — settlement structure and hierarchy, protected areas, critical biodiversity, tourism, agriculture, mining, rural revitalisation, service delivery, catalytic areas, and movement routes. The final six-chapter framework includes a land use budget and a decade-long implementation framework.
