Ratlou Local Municipality, with DALRRD sponsorship, appointed Cadre to develop its Municipal Spatial Development Framework — the land use strategy tool that manages physical development across the municipality, aligned with the Municipal Systems Act, 2000.
The process ran from policy context review and vision directives through contextual and spatial analysis, identification of spatial challenges and opportunities, spatial proposals, and an implementation framework.
For a municipality of 107 315 people (2011), projected to reach 124 000 by 2030, with 30 000 households and district unemployment of 52.4%, the SDF concentrates on what can realistically drive change: a rural revitalisation strategy targeting investment in rural economic centres with transport links; a beneficiation framework for mining activity; and guidance for human settlement expansion that protects environmental and agricultural land while extending services.
