Midvaal Local Municipality appointed Cadre to prepare its Municipal Spatial Development Framework for 2022–2027. The framework had to translate long-term vision into practical spatial direction for one of Gauteng's fastest-changing municipalities.

Cadre's analysis covered population projections, bio-physical conditions, socio-economic factors, the built environment, movement networks, land use patterns, and the availability of facilities and services. The approach centred on active planning: using long-term visioning to promote sustainable, inclusive and productive growth rather than simply mapping the status quo.

The SDF identifies the municipality's key activity corridors — from the Meyerton CBD through De Deur to Savanna City, Lakeside to Walkerville, and Waterval to Sky City — and sets out eleven development drivers to guide spatial transformation. Composite development maps give the municipality, investors and applicants a single point of spatial reference.
