Ditsobotla Local Municipality, with DALRRD sponsorship, appointed Cadre to develop its Municipal Spatial Development Framework.
Cadre's approach began with an in-depth understanding of the policy context, followed by contextual and spatial analysis at national, provincial, district and local scales, identification of spatial challenges and opportunities, and the development of spatial proposals deliberately framed to be realistic and able to facilitate progress.
The six-chapter SDF covers the legal and policy context, institutional framework, spatial analysis, and spatial proposals — including vision, conceptual approach and land use budget — concluding with a decade-long implementation framework. Nine spatial strategies structure the proposals: settlement hierarchy, protected areas, biodiversity, tourism, agriculture, mining, rural revitalisation, service delivery and catalytic areas, sharpened by a SWOT analysis identifying focus areas for redress.
