Mogalakwena Local Municipality, under a programme coordinated by the Council for Scientific and Industrial Research (CSIR), engaged The Cadre Group to prepare its 2023 Spatial Development Framework (SDF). The municipality, in Limpopo's Waterberg district, has been deeply and irreversibly disrupted by the arrival of vast Platinum Group Metals mining, and Mokopane is identified as a national and provincial growth point.
Cadre analysed the natural, built, institutional and socio-economic environment, formulated a spatial vision with the community, and defined a conceptual spatial structure: an Urban Core, Community Service Nodes and Economic Opportunity Nodes; the N11 Freight Corridor, R518 Scenic Route and connector routes; and seven character areas. The framework proposes steering the fragmented, sprawling settlement pattern towards a smart growth "beads and strings" structure of mixed-use nodes and linkages.
The deliverable is a combined SDF document, giving effect to SPLUMA requirements and prepared for Council approval as the guiding instrument for development, investment alignment and focused service delivery across the municipal area.
