Mogalakwena Local Municipality appointed Cadre to develop its Land Use Scheme — the regulatory instrument that manages the relationship between neighbouring land uses and balances individual and public interests.

Cadre applied form-based zoning principles, deriving fourteen development zones from urban transect principles, each with tailored development controls. Management domains overlay the zones with specific policy guidelines. The defining innovation was an informal cadastre: alongside the 18 811 deed-registered parcels and 20 295 surveyed-but-unregistered parcels, Cadre digitised 90 445 informal land parcels, bringing the municipality's full settlement reality — 129 551 parcels in total — into a single land use management system.

Deliverables included the scheme document with definitions and general provisions, zoning and management domain maps, a land use scheme register recording existing rights, and the capability to issue zoning certificates.
