The CSIR appointed Cadre Plan to support the Municipal Capacity Partnership Programme (MCPP) in Mogalakwena Local Municipality. Through this partnership, and with the support of the municipality and Anglo American, Cadre drafted the Mogalakwena Integrated Human Settlement Plan (IHSP) — a five-year strategic plan to guide the feasible and equitable provision of housing.
Mogalakwena presents a unique settlement landscape: mining character areas with fast-growing doorstep communities around the mines, numerous villages governed by traditional leaders, and informal settlements. Cadre created a database analysing all 111 identified settlements in depth, and grounded the plan in the municipality's functional areas and the Spatial Investment Framework for Settlements 2016 investment logic.
The plan makes space-specific short- and long-term recommendations, aligned with the Spatial Development Framework's nodal structure to steer resettlement towards serviced nodes and smart growth rather than sprawl. The core finding is that the challenge is not "no housing" but a lack of formal housing and deeds-registered land parcels. The document was in draft at reporting, pending council adoption.
