Mogalakwena Local Municipality, under a programme coordinated by the Council for Scientific and Industrial Research (CSIR), engaged The Cadre Group to develop a Framework for Local Economic Development. The framework's purpose is to establish an interactive process that gives rise to an informed LED strategy and sector-oriented projects for long-term sustainability in the Mogalakwena economy.
Cadre identified a representative group of public and private sector individuals, built their capability and competency, and created a platform for partnership and shared learning. Three deliverables formed the foundation: an LED Maturity Assessment based on interviews with senior municipal decision-makers; capability training, a short learning programme in LED leadership and governance; and a Participatory Appraisal of Competitive Advantage (PACA) process to facilitate sustainable municipal partnerships.
A three-day councillor workshop developed a shared understanding of sound LED approaches, the role of councillors, and a co-created road map towards a shared LED vision. Stakeholder alignment work focused on economic stakeholders in the Mokopane Urban Core, with strong representation from the business chamber, notably NAFCOC.
