Mogalakwena Local Municipality, under a programme coordinated by the Council for Scientific and Industrial Research (CSIR), engaged The Cadre Group to prepare a Capital Expenditure and Investment Framework. The framework analyses municipal progress and sets the basis for a credible Capital Expenditure Framework (CEF) dealing with budgeted municipal projects, alongside the Capital Investment Framework (CIF) required by the Municipal Planning and Management Regulations.
Cadre captured data from the 2022/23–2024/25 Medium Term Revenue and Expenditure Framework Budget and the 2021/22 IDP, then conducted a spatial analysis to determine how well budgeted capital projects align with the 2022 Draft Mogalakwena SDF spatial structure. Major projects assessed include the Mokopane sewer refurbishment (R83 333 000) and the Moordkoppie mini water scheme (R46 817 896).
The analysis found roughly half of project locations align with SDF nodes and roads, water and sanitation projects well distributed, and a bias towards zones around Mokopane and the mines. Recommendations covered improved spatial targeting and collaboration between the municipality and mining investment stakeholders.
