Cadre Connect was appointed to compile an implementation programme, investment plan and commercialisation proposals for the Meyerton Central Business District, flowing from the Midvaal CBD Urban Design Framework of 2019. Meyerton is the municipality's primary urban centre, and the objective was to regenerate the precinct's vibrancy and counter the movement of business out of the CBD.
Cadre Connect facilitated a web-based stakeholder and public engagement process with the municipality in September 2020. This identified priority projects, including informal trading stalls, on-street parking, ablution facilities and Wi-Fi at public transport stops, and confirmed the R59 pedestrian bridge as a catalytic link between Sicelo and the CBD.
The report groups National Treasury funding projects into three categories to run concurrently over the 2021 to 2023 financial years, sets draft medium-term budgets, and recommends establishing a City Improvement District as a municipal-private partnership to attract and retain investment, supported by detailed incentive and legal proposals.
