Land Use Audit — West Rand District Municipality
A district-wide audit of 174 063 land parcels across 408 980 hectares, exposing where actual land use diverges from the schemes that govern it.

Gauteng's Department of Cooperative Government and Traditional Affairs appointed Cadre Connect to conduct a land use audit of the West Rand District — Mogale City, Rand West City and Merafong City local municipalities.
Field verification ran from May to August 2021 with a team of four fieldworkers. Every parcel was classified using the three-tier format of 17 primary, 57 secondary and 274 tertiary categories, and existing land uses were compared against each local municipality's Land Use Management Scheme.
The audit covered 408 980 hectares and 174 063 land parcels, finding 4 816 parcels (12%) carrying additional uses, residential erven comprising 67% of erven, 29% of erven vacant, and 79% of public spaces vacant. Beyond identifying legal and illegal land uses, the audit delivered a GIS database, improved valuation roll accuracy, updated datasets and a system for continual updating.
