Land Use Audit — Sedibeng District Municipality
A district-wide audit classifying every one of 240 756 land parcels across 508 708 hectares — a complete land use picture for three local municipalities.

Gauteng's Department of Co-operative Governance and Traditional Affairs appointed Cadre Connect to conduct a land use audit of the Sedibeng District — Emfuleni, Midvaal and Lesedi local municipalities — to promote credible, SPLUMA-compliant land use schemes.
Field verification ran from May to August 2021, with four fieldworkers operating two per vehicle. Every parcel was classified using a three-tier system of 17 primary, 57 secondary and 274 tertiary categories, and audit outcomes were compared against each local municipality's Land Use Management Scheme.
The audit achieved 100% classification coverage across all 240 756 parcels — farm portions, agricultural holdings, public space and erven — over 508 708 hectares. The results enable updated land use schemes, provide a supporting GIS database, unlock land for optimal utilisation, improve valuation roll accuracy, and support municipal revenue growth.
