SekelaXabiso CA Incorporated (SkX) appointed The Cadre Group as Town Planning and Valuation Lead on a data cleansing and revenue enhancement initiative for KwaDukuza Local Municipality in KwaZulu-Natal. The objective was an accurate, integrated municipal property base aligning cadastral, deeds, land use, valuation and billing data.
Cadre undertook a land use audit, GIS analysis and a municipal billing system review. The team applied advanced data analytics, GIS-supported data cleansing and exception reporting, informed by satellite imagery, building footprint analysis, neighbourhood liveability indexing and change detection technology. Title Deed, municipal and Surveyor-General datasets were integrated, with 9 535 parcels field-verified and 92% accuracy achieved in the desktop land use audit.
The audit analysed 44 357 land parcels and 51 395 cleaned deeds, identified 142 975 buildings, and quantified eight revenue leakages — including 12 073 misclassified billed parcels and 7 283 deeded owners excluded from the valuation roll. The outcome is a verified property dataset and an implementable roadmap to close leakages and strengthen financial sustainability.
