An implementable investment plan for Thembalethu's gateway node, translating spatial proposals into priority projects on close to 10,5 ha of developable land.

The George Local Municipality appointed Cadre Connect (Pty) Ltd, sponsored by the Department of National Treasury, to develop a Development Plan, Investment Plan and Area Management Strategy for the primary node of Thembalethu. The Investment Plan is the key document of the set: it converts spatial proposals into priority projects and informs the Area Management Plan.
Cadre analysed land available for development, node-specific challenges such as encroachment, poor public spaces and a lack of formal SMME trading space, and opportunities including existing NGO developer interest. Rather than relying on population projections, the plan matched the best use and development intensity to each portion of available land. The node holds just under 10,5 ha of developable land and just under 7 ha of non-developable land.
The plan positions Ilisolethu as the gateway node to the township, concentrating social amenities, supporting trading and improving mobility along Nelson Mandela Boulevard. It includes an implementation plan for each priority project, with project-specific design guidelines.
