The Precinct Plan for the Langzeekoegat Land Redistribution Area was published in 2014 by the Department of Rural Development and Land Reform (now DALRRD) for the Sedibeng District Municipality and Lesedi Local Municipality. Six years on, Cadre Plan (Pty) Ltd was appointed in January 2020 to determine whether the plan remained feasible for implementation.
Cadre analysed the site: portions of the farm Langzeekoegat 325IR along the R550, between Nigel (18 km) and Devon (16 km), covering roughly 5,3 km by 4,5 km. Ownership is split between national government, a private company, a private individual and a trust. The precinct is remote, has no engineering services for water, electricity or sanitation, and offers no education opportunities.
The assessment tested the plan's agri-village vision and its proposals — bulk services, housing, agricultural development, skills and youth development, value-adding enterprises and roadside retail — against these realities, giving the sponsor an evidence-based view of what is implementable.
