Feasibility Assessment of the Doornkuil Precinct Plan
An independent feasibility assessment of the 2014 Doornkuil Rural Precinct Plan in the Sedibeng District, testing nine proposed projects against a 2020 perspective.

The Department of Rural Development and Land Reform (now DALRRD) commissioned the original Doornkuil Rural Precinct Plan in May 2013 on behalf of the Sedibeng District Municipality. Cadre was engaged to assess whether that plan remained feasible. The precinct lies outside the Urban Development Boundary in an agricultural control zone, and its plan proposed nine projects, including a regional cemetery, regional hospital, industrial park, transportation node and agricultural skills facilities.
Cadre reviewed the precinct against current local and district frameworks, including the Sedibeng SDF of 2019 and the Midvaal SDF 2020/2021, and synthesised the findings in a SWOT analysis assessed from a 2020 perspective.
The assessment found that no large-scale development had occurred: short-term district focus sits with Savanna City to the south, the local municipality prioritises Doornkuil as an agri-hub, and construction of route K47 is a prerequisite for further development. The report gives the sponsor a realistic sequencing basis for future investment in the precinct.
