DALRRD appointed the Cadre Group as core consulting team for the Devon precinct plan, covering approximately 550 hectares at Devon/Impumelelo in Lesedi Local Municipality — a community of 8 600 people with a median age of 24, employment of 34%, and unemployment above 60%.

The plan draws its strategic direction from the Gauteng Rural Development Plan and the Sedibeng District Rural Development Plan, translating both into implementable public and private projects.

Key proposals include the redesign of the R29 corridor as a dual carriageway with tree rows, pedestrian infrastructure and facade refurbishment; the integration of agro-processing, fresh produce markets and mixed-use economic activity; and the inclusion of a residential extension within the precinct boundary. The result is a single framework that gives government and investors a coordinated pipeline for a town that needs both.
