Creating a Connected, Clustered and Green Lilongwe — Malawi

Appointed by the World Bank, Cadre developed the urban diagnostics, strategy and action plan to make Malawi's capital more productive, connected and climate-resilient.

The World Bank appointed Cadre Plan to develop a diagnostics report, strategy, action plan and policy notes for Lilongwe, aimed at enhancing the city's productivity, competitiveness, climate and financial sustainability, resilience, and social inclusion.

The diagnostic work analysed Lilongwe's linear and radial development patterns, mapped its economic nodes, and assessed the threat urban sprawl poses to the city's green belts, drawing on population density and relocation analysis for 2010–2020.

The strategy proposes a connected, clustered and green city structure: a ring road to contain sprawl and connect economic nodes, and a development spine along Presidential Way to concentrate activity where infrastructure can support it. The deliverables — diagnostic report, strategy and action plan, and policy notes — now provide a decision framework for the city's growth.
