The CSIR appointed Cadre Plan to support Mogalakwena Local Municipality under the Municipal Capacity Partnership Programme, providing hands-on capacity across the municipality's core planning instruments.
Cadre drafted an Integrated Human Settlement Plan built on in-depth database analysis of 111 settlements, of which 17 fall outside traditional authority areas — in a municipality with ten traditional leaders holding jurisdictional areas. Cadre compiled the Spatial Development Framework, identifying nodes, routes and character areas, and developed a Local Economic Development framework centred on stakeholder partnerships, responding to the reality that mining contributes less than 10% of gross value added despite its prominence. Technical comments and administrative guidance supported the IDP and Capital Expenditure Framework.
The IHSP and SDF proceeded through draft and public consultation stages, giving the municipality an aligned, mutually reinforcing set of planning instruments.
