The Gauteng Office of the Premier appointed Cadre to identify a feasible site for the proposed Gauteng City Region Planning House — a centralised home for provincial planning, first formalised in the February 2013 State of the Province Address and revived in 2021 to advance Gauteng's spatial agenda. This report is the second of three, following an earlier report that identified the Pretoria and Park Gautrain Station precincts as the most suitable regions.
Cadre subjected 12 candidate sites to feasibility analyses against criteria drawn from case-study lessons: proximity to public transport nodes, public parks within a 5-minute walk, academic institutions and iconic buildings. Four sites proved feasible — the Anglo Building, the Carlton Centre, Salvokop and the Public Works building.
The report recommends the Carlton Centre as the most viable option: iconic, accessible and close to public spaces such as Ernest Oppenheimer Park and Gandhi Square. It advises exploratory interviews with Anglo American and the Department of Public Works on collaboration.
